NETWORK MANAGER
TECHNICAN
JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES: The Network Manager is responsible for maintaining library information technology and managing some library purchasing.
DISTINGUISHING FEATURES OF THE POSITION: Installs, modifies, and makes minor repairs to computer hardware and software systems, and provides technical assistance and training to system users (i.e. staff). Maintains the library telephone system. Purchases and receives computer equipment, books, and supplies. Reports to the Technical Services and Systems Librarian and works closely with all library departments, the Albany County IT department, and the WYLD consortium.
EXAMPLES OF WORK:
Network:
- Installs new computer workstations. Replaces and upgrades hardware and parts.
- Installs new software packages, patches, upgrades, and expansions.
- Maintains network profiles and permissions, for library staff.
- Manages library telephone system including voice mail boxes and library messages.
- Troubleshoots hardware, including uninterruptible power supplies, printers, keyboards, mice, and networking equipment.
- Troubleshoots software, including TCP/IP network configurations, web browsers, Microsoft Office products, anti-virus and anti-spyware software and network security applications.
- Writes instructions for staff and public use of computer systems.
- Performs routine backups of important library data; recovers lost data when needed.
- Maintains records of issues and solutions for computer-related issues in the library.
- Maintains the library’s web server, and collaborates in web site content and design.
- Selects the vendors providing the best value for purchases of computer equipment, books, and supplies. Makes recommendations for purchases.
- Compares prices for small to mid-size (generally up to $10,000) purchases.
- Resolves product issues with vendors, including Albany County IT, and follows up on any continuing problems, including getting replacement parts and repair service.
- Maintains current skills including:
- Current versions of Windows and other operating systems used by library computers
- Current versions of computer management and protection software, including the following:
- Antivirus (Symantec AntiVirus)
- Disk protection (Windows Disk Protection)
- Website administration (Joomla/Mambo, Apache, IIS, MySQL, SQL Server)
- Public profile management (Microsoft Shared Computer Toolkit)
- Adware and spyware control
- Administrative tools for servers and clients
- Keeps in touch with development in the IT industry.
Acquisitions:
- Receives items in the WYLD database.
- Verifies packing slips and invoices against contents. Confirms invoices are payable after verification of goods.
- Works with vendors to solve problems related to purchases.
- Handles replacements, returns, credit memos, cancellations, claims, and back orders.

EXAMPLES OF GENERAL RESPONSIBILITIES
- Knows and follows library policy and procedures and can operate technology/software, pointing out problem areas and suggesting improvements.
- Knows and follows safety procedures, pointing out problems and keeping equipment in satisfactory condition.
- Stays informed on library issues: attends one or more continuing education sessions per year, in addition to participating in staff meetings, reading and initialling the log, and reading e-mail.
- Contributes input and expertise to library decision-making.
- Works well with others, including patrons, volunteers, and fellow staff.
- Is flexible, has a good sense of humor about the irritations of daily work life, and respects the feelings and needs of co- workers.
- Understands that change and evolving library procedures are constants in library work.
- Is sensitive to patron privacy and intellectual freedom issues.
- Is committed to public service values: is patient and helpful with all patrons and staff; values patron satisfaction above library rules.
- Is a good office citizen: submits timecard weekly, keeps work and break area clean, responds to emails and requests promptly, has a positive attitude.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Expert knowledge of Microsoft Windows.
- Knowledge of Linux, Apache, PHP, HTML and CSS.
- Knowledge of TCP/IP networking.
- Knowledge of Windows Server 2000 and 2003.
- Knowledge of Microsoft Office suite.
- Experience with corporate anti-virus software.
- Experience with DOS batch files, Perl scripting, or programming.
- Ability to troubleshoot common computer hardware, network, and software malfunctions and errors.
- Communicates effectively and makes prompt and accurate decisions in dealing with problems.
- Able to explain complex ideas in layman's terms so staff and volunteers can understand what they need to know.
- Able to work effectively in situations with frequent interruptions and/or changing priorities.
ACCEPTABLE EXPERIENCE AND TRAINING:
A minimum of an Associates degree in Computer Science or a related field or two years equivalent experience in computer and network maintenance and technical support is required. Individuals continuing their studies in a computer related field are preferred.
Previous experience managing a business network is preferred.
Previous work experience in a library environment is preferred.
POSITION CLASSIFICATION: Technician I
VACATION: Up to a maximum of 30 days
SICK LEAVE: Up to a maximum of 60 days
RETIREMENT: Wyoming Retirement System. Individual contributes 5.57% and employer 5.68%
HOLIDAYS: Up to eleven a year depending on schedule
HEALTH INSURANCE: Employer pays for a Blue Cross/Blue Shield group plan
