SPET priorities

Some points to consider:

1.        Some projects will need engineering or RFP’s written, reviewed by the county, and advertised for bids.  We’ll need money for pay for that prep work.  Anything under $25,000 doesn’t have to go through that formal process.  I have already spoken with the county’s engineer (on contract) Bill Gorman about his getting specs for the parking lot and the server room.  This will be about 7% of the estimated cost, but should save us money in the long run.  It was not included in the cost estimates.

2.       The first four months of collection go to the civic center to pay off its debt.  That means $ won’t be available until 2011—if the October 1 collection start date is correct. I’m hearing some changes about that.

3.       We don’t want to buy all the computers at once because they might then all need replacement at once.

4.       We don’t have the staffing to handle these all at once.

5.       We expect to get a new boiler as part of the energy retrofit, but don’t have a target date for installation (except summer).   Does that affect the server room?

6.       Bonding costs money; waiting until the funds are in hand delays projects.

7.       I think that the funding can move between library projects, so that if one costs more and another costs less, we’re still ok.  We get only the money from the tax that was listed on the ballot.

8.       We haven’t decided firmly on the reorganization of the building—I think that should be done before the carpeting.

The projects are in public/administration/specific purpose excise tax/possiblelibraryprojects10. . .
